The Government of Tamil Nadu (GoTN) is implementing the Second Tamil Nadu Road Sector Project (TNRSP-II) that aims at improving about 575km of State Highways, comprising of 14-roads, from 2-lane to two-lane with paved shoulder /four-lane carriageway and carrying out performance based improvements of another 600km of State Highways. Out of the 14-roads proposed under TNRSP-II, 11-roads are being implemented under Engineering Procurement Contract (EPC) and 3-roads are proposed under Public Private Partnership (PPP). The improvements proposed under 3 PPP road-projects involve up gradation of the road stretches of a length of about 145 km covering 4 Districts and 11 Taluks.

The Patta Lands are acquired in accordance with provisions of Tamil Nadu Highway Act, 2001 and while determining the compensation for land, the competent authority will be guided by the provisions of Sec 26, Sec 27, Sec 28, Sec 29 and Sec 30 of RFCTLARR Act, 2013. The replacement value of houses, buildings and other immovable properties will be determined on the basis of latest PWD Standard Schedule of Rates (SSR) as on date without depreciation. Compensation for trees will be based on their market value. Disputes relating to ownership rights, apportionment issues, amount of compensation awarded will be referred by the Special DRO to the jurisdictional LARR Authority, has been constituted in accordance with Section 51(1) of the RFCTLARR Act, 2013.(Go M.s no.305 Revenue & Disaster Management Department dated:20.09.2017.

To expedite land acquisition and implement the provisions of the road-project RPs, three regional levels Land Acquisition Rehabilitation and Resettlement Units (LARRU) have been constituted. These units will be headed by a Special District Revenue Officers (Spl DRO) and will be supported by a Resettlement Officer (RO) for RP implementation support and Tahsildar(s) for support in land acquisition. Government Order has been issued nominating the Spl DRO as competent authority under TNH Act for land acquisition and award pronouncement. The Chief Engineer working under the Project Director, TNRSP supported by domain experts in land acquisition and resettlement will be overall in charge of land acquisition and R&R implementation and will coordinate with the three Special District Revenue Officers in RP implementation and LA. These units will be entrusted with responsibilities of implementation of the RP involving:

1. acquisition of land and assets;

2. payment of compensation for land and assets;

3. Disbursement of resettlement assistances including development of resettlement sites. The LARRU in each region is supported with support staff including clerical staff. The implementation of the R&R provisions is carried out by NGOs with experience in similar development projects and is monitored by concurrent by External Monitoring consultants.

Grievance Redressal Committee (GRC) is established at regional level to receive, evaluate and facilitate the resolution of displaced persons concerns, complaints and grievances. The Project Director, TNRSP will be the appellate authority..
