1. In order to promote transparency and accountability in the working of every public authority and to empower the citizens to secure access to information under the control of the each public authority, the Govt. of India have enacted “The Right to information Act 2005” (RTI Act). In pursuant to the provisions of sections 4(1)(b) of the Act at state level.

2. The Govt. of Tamil Nadu have also initiated steps under this Act and have constituted Tamil Nadu Information commission.

3. The section 4(1) (b) of the Act requires publication of Information relating to functioning of Department under the Public Authority. This hand book is aimed to provide information relating to the functioning of Tamil Nadu Road Sector Project II- Project Implementation Unit with Project Director (IAS Cadre) as its head and his sub staff from Highways Department, Finance Department, Treasury & Accounts Department, Revenue Department, Environmental and Forest Department with their representatives.

The Organizational setup of this TNRSP II -Project Implementation Unit (PIU) was approved by G.O.(Ms).No.48 Highways & Minor Ports (HN2) Department dated 28.03.2013.

The Head Quarters of the Project Implementation Unit (PIU) is at No.171 South Kesavperumalpuram, Off Greanways Road, R.A.puram, Chennai-28 and it has one circle @ Salem, seven divisions viz, Kanchipuram, Vridhachalam, Trichy, Salem, Tiruppur, Tirunelveli, and Tuticorin, and Three Special LA wings @ Chennai, Salem and Trichy.

4. For the purpose of this Act, the Information officers and Appellate Authorities are as given in the Chapter – 7

5. The fee structure for getting information will be governed by the Tamil Nadu Right to Information Act (Fees) Rules 2005. However the procedure and fee structure for getting information as under the provisions of this act will always prevail.

(a) A request seeking information under sub section(1) of section 6 of the Act shall be made in writing or through electronic means either in person or by post to public Information officers concerned and must be accompanied by an application fee of Rs.10/- by cash or by D.D. or bankers cheque.The applicant may remit the fee in the head of account of the Divisional Engineer (H), TNRSP II, Chennai -600 028 through Treasury/Pay and Account Officers/State Bank of India/Reserve Bank of India and produce the Chelan to the Public Information Officer as an evidence for fee remittance.

(b) for providing information under sub sec(1) of Section 7 of the said Act the request shall be made along with fee as mentioned above at the following rates.

(i) Rupees two for each page (in A4 or A3 size paper) created or copied.

(ii) Actual Charge or cost price of a copy in larger size paper.

(iii) Actual cost or price for samples or models.

(iv) For inspection of records, no fee for the first hour and a fee of Rs. Five for every one hour (or fraction thereof) thereafter.

(c) for providing the information under sub section (5) of section 7 of the Act, the request shall be made along with fee as mentioned above at the following rates.

(i) for information provided in diskette or floppy at Rs. 50/- (fifty) per diskette and.

(ii) for information provided in printed form, at the price fixed for publication.(or) Rupees Two per page of Photocopy for extracts from the publications. The persons Below Poverty Line (BPL) are exempted from the payment of fee mentioned in sub sec (1) of sec 6 above for seeking information under the Act. The list of persons below poverty line approved by the Gram Panchayat and the local bodies will be the basis for claiming this concession. An extract of the list duly certified will be sufficient to avail this concession.
